- • Some systems scan photos and mail before delivery. Texas TDCJ says incoming mail, messages, and photos are scanned in color and uploaded to secure tablets.
- • Pennsylvania DOC routes general mail through Smart Communications; mail and photos are opened and scanned into an electronic document, and photos are limited to 25 per mailing.
- • Federal BOP mail is handled by facility rules, and ordinary correspondence is not the same as legal or special mail.
